You answered your own question at the end of your sentence. No Eubank JR vs Benn fight has been confirmed for February 3rd, so why would you not announce this fight for that date? If they clash, they clash, you can't be waiting around on what a promotional company may or may not do that day if not officially announced.
It's not bizarre as if shows clash we may have to choose which one to watch. I agree but we know that they have booked stadiums for January 27 and February 3 so it's a dangerous game to play. Buatsi vs Azeez would be severely compromised especially as Eubank vs Benn would also be in London. Maybe they know something we don't.
Choose one show. Or choose one show and watch the other next day. Or watch both at the same time on different screens, or split the screen It's no big deal to me the clashes. I find it strange how much you talk about it.

The talk of the fight was December 23rd and we know that is not happening. The other two dates booked, only one can happen or neither happen, if you are Boxxer you can't continue to wait on basis someone else may fight on the same day. Buatsi vs Azeez could easily say be booked for sometime in March, Eubank Jr vs Benn doesn't for whatever reason take place January 27th or February 3rd, but can take place in March on same day Buatsi vs Azeez is booked. Matchbook will put the fight on that same day as that one regardless as they'll believe their fight is bigger and sells much more. It's why if your Boxxer and can announce a date for your fight and right now it doesn't clash with anything else, you book it. You handle your business and any consequences you deal with at a later date. They may know Benn won't be getting licenced by the British board and fight won't be happening or they may just feel it's worth taking the risk and not waiting on what may happen with another promotion company.
I guess there's a tenuous argument to say that boxing will be in peoples' minds that week and if they aren't paying for the PPV then they might dip into Sky. Especially if it ends up on Sky Sports Mix or whatever the cheaper channel is called (the one they put womens' fights on to bump up the figures). Tenuous though as I say, can't see it working. They'd need to put the main event on early to stop people being distracted by social media and the Eubank fight.
No problem at all if this clashes with Benn vs Eubank on Feb 3rd, it won't effect real boxing fans. Proper boxing fans will tune into Buatsi Azeez. Drug advocates, misfit fans, skinny jean wearers that live in rented accommodation types will watch the other fight
