Thats right Fury has Wlad next, but I think there would be a good chance Fury/Haye could happen if Haye starts fighting regularly (which he never has) and can work his way up, because Haye is a big name and an exciting HW
I read he chose not to fight Ustinov because his uncle was taken to hospital. And seeing how Fury values his mental state, I'll actually take his word on why he chose not to fight him. Also, ducking means being afraid to fight someone and while Fury may have flaws, a lack of self-belief that he can beat anyone in front of him is not one of them.
Those uppercuts won't find it's target vs a 6 foot 9 gypsy king. Fury wins, with perhaps a few scares here and there.
He made that more or less blatantly clear with his reactions and comments on the Sky team during Joshua-Whyte. He desperately wanted Joshua to win and want to get at Joshua soon enough, like at the back end of 2016 I guess.
