Because he deserves no love from them or anyone with common sense. Why would Pacquiao or anyone not desperate agree to new rules for one fight?, Mosley did because he was desperate for a new fight, Ortiz did because it's his first huge payday. Pacquiao is P4P#1, he's the one that is supposed to make new rules yet he says nothing. Mayweather doesn't want this fight, even if Pac agreed to take these nonsense tests he will come up with new demands, more money, gloves, weight or whatever, he has a long list to pick from.

Don't get defensive. Hatton couldn't even beat Collazo at WW (Yeah, it was close and won basically by an improper knockdown ruling). Berto scrapped by Collazo, whom Ortiz handed. Yeah yeah, I know you can't work A-B-C in boxing because of styles. Just saying.
