Armstrong beyond question. Half your list isn't swarmers, they're pressure fighters. There's a difference. A swarmer throws nearly without regard for defence or anything else, they just keep throwing. A pressure fighter gets close and seeks and creates openings with a mind for not getting hit more often than they have to.
Most of the guys on that list weren't swarmers. Armstrong is the quintessential swarmer. Demsey has to be a close second or third. I'll add Aaron Pryor to that list.

Doubtless ESB members will disagree (it's ESB, after all) but I count Rocky Marciano Joe Frazier Roberto Duran Julio Cesar Chavez Mike Tyson as pressure fighters. They brought relentless offense, but it wasn't a windmill type of offense. It was methodical and disciplined. In the modern era, Pryor is the embodiment of a great swarmer.
P4P Armstrong, Dempsey and Duran the most vicious, JCC the most skilled, Frazier and Marciano the toughest, Tyson the strongest, Benn and Pryor maybe had the most stamina.
