No, not the only one. He is also a likely cheat.

Unfortnately there is no SMOKING GUN for him like the way we have one for Floyd Mayweather.

Well technically using banned substances and measures is the worst of the worst so your argument is invalid

He's being facetious lol. And why is Pac under the same cloud as Floyd? Remember who brought up these accusations? The same guy colluding with usada and was caught with an IV. It's totally fair that Pac has to deal with these accusations from a fraud like Floyd.

ROID mayweather getting illegal IVs after parading around about "clean athletes" is not only way more suspect than Pacquiao sticking to his guns about running the testing they've done for decades, it is also, you know, ILLEGAL

 Manny didn't want to be tested by USADA but then again Flo mos can't comprehend the facts ! Manny never refused drug testing !

He was also denied his 14 day cut off window by Mr IV ..

USADA has only caught one boxer meanwhile the agencies Manny Wanted has caught several if anyone ducked real testing it was Floyd Armstrong! ****ing Flo mos can't use facts

Don't get revisionists history. Manny did NOT outright refuse. He had problems with the demands for such aggressive blood testing. Manny agreed to unlimited random urine testing which is the most effective way to catch someone who is doping. Floyds stance on the blood testing was because he knew it was a problem for Manny and he wanted to insult, spread accusations and make unprecedented demands at a time when the fight with Pac was at its most importance. Pac even agreed to NFL or NBA random drug and urine testing.

Floyd was NOT listening to any other testing organization expect for USADA. Which now seems even more suspect with all of this going on. I mean....if he is getting special treatment and they allow for post weigh in IVs and TUEs outside of the WADA code why wouldn't Floyd make using USADA non negotiable?

USADA is the same organization as USOC that gave exemptions to over 100 US athletes in the 80s.
Travis Tygart even was on the legal team that tried to defend the USOC .

Is it so hard to understand that Mayweather was caught breaking the Olympic drug testing protocol he was always claiming he followed ?

How many times does it need to be pointed out that Floyd fought a 106 when he was 16 just like Pac. Floyd is Bigger that Manny. Does that he used more Roids or Better Roids ?

So dummy, that proves nothing other than the fact that a few more fighters were roiding happened to be subject to VADA than USADA.

You act like a controlled experiement was done where 10 juiced fighters were tested by USADA, and 10 by to see which organization did better testing.

No because the USADA which many have referred to as the
Gold Standard" in testing said he did nothing wrong. I'm going to go with them over freaking journalist.

Are you really this dumb ? The same kind of logic that let Carl Lewis win multiple gold medals because the USOC sent out a letter saying you tested positive but we know you did not mean it !
