Vasyl Lomachenko Frampton, Inoue, the eventual winner of DeGale/Jack, Lebedev all have reasonably strong claims to be rated in the top 10 too.
I would not make Roman #1 but I like your list. This list is very HBO but to be honest these guys are active. Why put Manny at #4? He is no longer P4P. If he is on the list then where is Cotto?

Manny is not in line for the WBO title, he lost the one fight that made his career relevant since 2010, and he is only fighting more money. He don't care about any of this so why add him. Cotto just fought his way up to MW won a title and defended it twice. He gained his fourth division championship, why is he not P4P if you gonna suck on Manny's knob?

This list is excellent. Keep those half retired fighters off of it. Frampton should definitely be up there, he does not get the credit due for snatching 2 belts in 2 classes in 1 year.
