I would say Manny P. The resume and all he has done and the great fights. He fought them all and did not handpick.

 

Easily Mayweather. That's including Duran.

 

From 2002-2022:

Floyd Mayweather followed closely by Manny Pacquiao.

Roy Jones would simply have to be eliminated on the basis that from 2004 onwards his career simply started going downhill.
