Josesito was brought in as a past it stepping stone btw. Thurman was either number three or four at the time Pac fought him. He was "top 3" in the sense that he was miles away from being one or two. Pac at this point is incapable of putting on a performance like Porter's against Spence. Hence, he's fourth.
Berchelt could hold that spot. Russell is better than both but hasn't been fighting. It sure as hell isn't Pac at the ten spot.

Porter looked worse against Ugas than Thurman did against Lopez. Both were back at top level for the respective losses, only difference is Thurman > Porter. Also, Porter is Tailer made for Pacquiao.
