Yes it is out of the question. Oscar was the biggest name in the sport at the time and by far the biggest draw. Moving up two weight divisions for him made a lot of sense even though the majority(literally 90% of the Boxing world) gave Pacquiao any chance in hell. Concreto had big fights on his resume, headlined a successful PPV with Cotto and was highly controversial(controversy = money). So it wasn't out of question for Pacquiao to move up one weight division to fight him for the WBC title. GGG is not someone worth moving up two weight divisions for considering his pathetic resume.
I could see another match with Marquez , not a rubbermatch with TB. I mean, he did soundly beat him twice.

Pac is 37yrs old with over 60 fights. He has multiple fights and rubber matches. All those fights being close, including 4 fights with Marquez. No reason to fight TB again when he was soundly defeated both times.
I'd rather see another fight with Marquez too, but they can't exactly force a fight with someone that doesn't want it.
Arum was only ever going to let Pac fight Crawford or Bradley, and Arum clearly didnt want to put Crawford in with a hungry Pac knowing Crawford would get destroyed, so Tim was the logical choice
The fact that we will now have a 3rd fight between Pacquiao and Bradley only serves to lend credence to the initial two judges who through profound ineptitude scored that fight for Bradley. If that fight was correctly scored for Pacquiao we likely never would have had a second fight and if so we damn sure wouldn't be having a trilogy! Regardless of who wins the 3rd fight, it shouldn't be happening because in addition to my aforementioned statements, the first two fights weren't even that entertaining relative to previous Pacquiao fights let alone competitive. Arum is justifying a trilogy based on judicial ineptitude for the sake of keeping yet another Pacquiao fight in house. I wish Manny had bigger nuts. Can Bradley finally and truly beat him? Sure, it's possible. Manny is 37, inactive and has been a pro since he was 16 with a fighting style that is far from conducive to longevity. Bradley also seems rejuvenated under Atlas. Regardless of who wins, it shouldn't be happening. Crawford should have gotten the fight. He has been very active (unlike Khan), never fought Manny (unlike Bradley), is with Arum (so Bob can have all the money because we know how greedy that dinosaur is) and if unknown Algieri can get a fight against Pac then Crawford should have too. My guess is that Arum and HBO viewed putting Crawford in there as making the same mistake they made with Algieri which wasn't a very successful PPV by Pacquiao standards. Arum viewed Khan as less profitable for him because he isn't with Top Rank so Bradley won on a default.
