    Here's Pacs latest statement:

I am still willing to Fight Floyd Mayweather Jr. I never said the fight was off or I do not want to fight him. I will fight anyone at anytime and my record and past fights prove that. I have never and will never dodge anyone.

These are my specifications for this fight regarding blood testing. I have offered to give a blood sample the day of the Announcement of the fight at the Press Release. I have Offered to give a blood sample 30 days before the fight. I am willing to give blood immediately after the fight is over inside my dressing room . I am also willing to give urine tests at anytime any where everyday leading up to the fight. The truth is taking blood out of my body does not seem natural to me and mentally I feel it will weaken me if blood is taken from me just days before the fight. That does not make sense to me why anyone would do that.
These accusations of me using any performance enhancing supplements are totally unwarranted and unjustified. To all of my fans I want to say thank you very much for all your support and understanding. I always give honor to God first and I would never cheat. I would never Cheat God, I would never cheat myself, and I would never cheat my country and my fans.
If Floyd Mayweather Jr. does not accept these terms than my promoter will find me another fight for March the 13th. Again I will fight anyone at anytime.

I would always like to be known for my honor and my integrity. I will always be known for my courage and my willingness to face any man at anytime in my career. If Floyd Mayweather Jr. truly ever wanted to fight me and he is not really scared he would accept these terms I am willing to give him as they are above and beyond what the commission demands.

I should not have to prove myself as I have always done what the commission has asked me to do and I have never ever swayed from that. Never has there been a time where anything I have ever done has been in question. I stand behind my honor and my integrity. I stand below God and my Country. I stand with my fans and I hope Floyd is not really really a coward and will fight me and give the fans what they want to see. I am not afraid to fight Floyd anywhere anytime.

I hope one day with along with the cleaning up of all these shitty alphabet Titles, we have a stand alone Drug Test agency that implements unannounced drug tests on every boxer.

OFFICIAL RELEASE FROM GBP AND MAYWEATHER PROMOTIONS:

LOS ANGELES (December 28, 2009) . . . After a Christmas weekend filled with comments and reports related to the potential mega-fight between Floyd Mayweather and Manny Pacquiao, Mayweather Promotions and Golden Boy Promotions are issuing the following statement in order to set the record straight.

Let the record be clear: Manny Pacquiao and his promoter Bob Arum are threatening to walk away from the largest fight in history.

The fact is that random blood and urine testing was one of the many deal points and was listed along with the others, such as the financial split, the weight, financial penalty for being overweight, the appointment of the foreign sales agent, the production of the marketing assets, the gloves and many more. Team Mayweather made major concessions in many of these areas and we were optimistic that Team Pacquiao would do the same as it related to the request for random blood and urine testing, which Floyd Mayweather agreed to immediately.

It is disappointing for us to see that the benefits of blood testing and the fact that many different substances and procedures can only be detected by blood testing, are still not fully understood by all.

Their "take it or leave it" approach where blood testing would stop 30 days prior to the fight unless the Nevada State Athletic Commission (NSAC) approved differently is another indication that they may not want this fight. Pacquiao's position (and as stated on his website) is. "The truth is taking blood out of my body does not seem natural to me and mentally I feel it will weaken me if blood is taken from me just days before the fight" or he is "afraid of needles" and does not feel comfortable with blood being taken closer than 30 days before the fight is another interesting point. The fact is that he did have blood taken just 14 days prior to his fight with Ricky Hatton, an event which was documented on HBO's 24/7 reality show.

Also when told that Pacquiao feels that the United States Anti-Doping Agency (USADA) is an agent of Golden Boy Promotions-which is in and of itself a ridiculous accusation-we moved swiftly and made yet another concession by stating that we would be perfectly fine to retain another agency which would do the random urine and blood tests and jointly agree on a reasonable cutoff prior to the fight but which would still maintain the integrity of the results. Let it be clear that this procedure was declined by Pacquiao as was the proposal to bring in an independent mediator such as Sen. John McCain, a suggestion that was in fact embraced by Bob Arum, but also declined by Manny Pacquiao.

Let it be very clear that nobody from Team Mayweather or Golden Boy Promotions is accusing Pacquiao of anything. But the reality seems to be that for whatever reason Pacquiao does not want to participate in random blood testing, which has already been deemed a harmless procedure that many current athletes are subjected to prior to and during competition.

Team Mayweather and Golden Boy Promotions is still open to the earlier discussions of having both parties work out a mutually agreeable understanding of the testing, which would be conducted by a mutually agreed upon agency.

In closing Floyd Mayweather is one of the most decorated athletes boxing has ever seen and he is anxious to make this fight happen for all of the fans and sports enthusiasts that are asking for this fight to happen too. As you might have noticed Floyd has been silently watching and patiently waiting for the final details of the fight to get worked out. As Floyd has already stated he does not have a problem with the random procedure and will be under the same requirements as Pacquiao, it is simply hard for him to understand why there is reluctance on Pacquiao's part to agree to do the same.

LOL. In Pacs statement he says giving blood makes him feel weak. TR and Pac will only give a sample 30 days or more before the fight.

Funny, the footage of him taken from HBO 24/7 shows he is as cool as a cucumber giving a blood sample. And that was "14 days" before the Hatton fight.

Can it get any more suss?

I must admit, part of me for the first time is disappointed in Pac. The above highlighted comment is **** weak to say the least. They take a small vile or two of blood, not a major amount by anyone's standards, and the excuse comes across as ****-poor. Pac's contradicting himself as other people have noted by being openly shown to have bloods and a medical on 24/7.

This really is disappointing for boxing because if the fight doesn't get made, there will always be the 'what if' factor hanging over Pac's head.

I tend to agree. I've always thought Mayweather has the tools to beat Pac.

I mus concur. I also am extremely disappointed in Pac regarding this. Its hard to be be disappointed with a guy like Pac but he's given us enough ammo to do so.

But what can you do when Bob Arum is the spearhead... the guy is pure scum... on the same level as Khoder Nasser...

I don't think Pac's reasons are that far fetched.

I had to get a blood test 2 years ago and I nearly fainted and threw up right there and then. I don't know if it was the sight of seeing my own blood or not, but it definitely wasn't an enjoyable experience.

Not the sort of thing you'd want to do the day before a fight.

I think you'll find Pac agreed to no tests, barring urine inside 30 days? It seems every news report that comes out is different. Freddie Roach was quoted as saying that the last test 5 days out in his opinion should be okay?

If so, Pac should adhere to this and move on towards the biggest fight of his career and the one the world wants. Not this ****ing potential 'Magic Man' fight which Arum is now trotting out.

Big come down, PBF or Magic Man, ****ing hell!

Why are Floyds demands over the top? he is asking for random blood tests...the same procedure that Usain Bolt has to adhere to as does every amateur boxer who competes in the olympic games. Random blood tests have really affected Usain Bolt...his times are just so slow :patsch

Floyd gets no advantage out of this. None. If you suspected your oponent of possibly using ped's, wouldn't you want the best testing method possible to atleast give a better chance of a level playing field?

"Over the top" is asking the welter weight champ to defend his belt at 145 pounds AFTER you have signed the contract. Pac aimed at having Cotto weakened so he would be disadvantaged. Floyd isn't asking for an advantage. He has to take the tests too.

Again...how is it a bad thing that Floyd is asking for the best testing procedure available? NSAC's urine samples only has been proven to be virtually useless in detecting ped's.

Funny, Pac has no problem getting woken at 2am on the morning of the fight to **** in a cup but has a problem giving a blood test less than 30 days before the fight.

Well he's come up with about five different reasons...seems he or his team have a new one every second day.

Here's Pac taking a blood test 14 days before the Hatton fight: he has no problem giving a sample that doesn't test for ped's. this test is for std's etc.

Given the excuses his team have used as to why he can't submit to random blood testing, if the fight doesn't happen, Floyd walks away looking like an arsehole at the worst (anything new?) and Pac looks like a cheat.
