Cotto is a 3 weight world champ and Hatton was lineal champ at 140 for some time with a fan following quite like no other. They both have 2 losses on their resume, which is comparable to many who are on the IBHOF for modern times. You can add Shane Mosley to future HOF as well with his longevity and victories over De La Hoya.
Cotto is no way getting into the HOF yet. Margarito won't have a chance because of the plaster issue. Also he doesn't even have a resume that would warrant a position in the HOF. Ricky Hatton is definitely no shoe in, but he has a chance of getting in.

Indeed, it's not as if Steward actually sat down, really thought about it and made his personal ATG ranking and then found Pac at 12. Personally I think Steward was thinking Pac wasn't quite in the top 10 yet so decided he was somewhat lower and decided on top 12 on the fly during the interview. I wouldn't read too much into the actual number he put. All I take from it is that Steward ranks Pac pretty highly.
