I’ve been going over this one in my head recently, sure Manny may be the superior technician but his offense and overall style comes with risks that may play against him in a matchup against such a murderous puncher like McGovern. Who wins at bantam or featherweight?

It's impossible to say, there's no meaningful footage of McGovern and the two were competing in enormously different ruleset eras. McGovern didn't even box with a gumshield. His gloves were half the weight and half the size. I will say it's almost impossible to imagine McGovern beating Pacquiao in modern gloves (his parrying style is likely completely different and not suitable) and Pacquiao is really going to struggle in a lengthy fight if he can't make adjustments to his left hook.
