Why would he not face Algieri at JWW then? The fight becomes slightly better and certainly much more meaningful on paper, as Algieri's title would be on the line and Pacquiao could scoop up a sanctioned title at 140, which he has technically yet to do.
I'm ok with this move barring a possible match with Duckweather or Thurman, there's nothing interesting for Pac at WW. Even a 5th match with Marquez can be perfectly done at LWW. Pac can always move up again if the ducking diva ever grows a pair
I think the article answered it. They want to do it slowly. Although that in itself raises questions since they already did this to accommodate JMM at 144, but then they moved up back to 147. My guess is Roach is being overly cautious here, or a contract might've long been signed for Pac to fight the winner of Provo-Algieri. Either way I too have been wanting for Pac to move down to 140 and unify the belts there, so at least this (if it really is, we know better now than to trust Roach or Arum) is a step towards that direction. As I've said, Pac's stock decreasing because of KTFO6 is finally forcing Pac to take on the challengers at 140.
