Manny can display a much faster handspeed if he wants, but doesn't want to compromise on this power for the same, is my opinion about this topic.

Those combos Khan was throwing were lightning, but there wasn't anything on them. That one straight left Pac dropped Algieri with in the 9th was fast as hell and powerful. I'd say Khan is faster with combos, and Pac is faster with one punch. BUT IF Khan tried to punch with more power, I assume his combos would slow down a bit so I'm not really sure what the right answer is.
If I had to choose one, I'd say Khan is currently the man with the fastest hands in boxing right now.

Pacquiao has shorter arms so his fists have to trouble shorter distances, but Khan has quicker hands.

Roach said he's faster, Alex ariza said he's faster, all the sparring partners have said he's faster. He looks faster. He is faster.

I heard some sparring partners say they have similar speed but one thing every one of them agrees on is pac hits way harder

    Punching is many things

    Speed
    Strength
    Timing
    Aggressiveness (ie quantity)
    Accuracy

Pacquiao's combination of the above five is what makes him such a lethal aggressive fighter. But, yeah, in terms of brute speed Khan is probably faster.

Hard to tell, they both are quick.

I lean Pacquiao's way because he seems just as fast while throwing technically correct punches and moving his head/shifting an angle/keeping one hand home.

Khan kind of cheats his speed if you know what I mean. Throws sloppy half punches coming straight in and leaving himself open. Doesn't allow his punching hand to come home and ends up with both hands out at the same time.

Also, Manny's fast shots drop/hurt people, whereas Khan has to take a lot of the power out of his punches to throw those combos.

Source: People who have fought them. Bradley says Manny's shots are ALL fast and hard, even in combinations, which is extremely impressive to anyone who has ever boxed (GGG's tap-tap-BANG is more what boxers are taught to do...being able to throw a lightning fast combination with no throwaway punches in it is special). People have beaten Khan by eating his combos and swinging with him since a lot of his fastest punches aren't real punches.

I guess what I'm saying is that in terms of real punches, Pacquiao's are faster. I think if Pacquiao was throwing the kinds of shots Khan is (open hand/incorrect form/no defense/no power/two hands at time) he would be faster at it. He's just as quick (or close) when throwing hard correct punches. I think a lot of Khan's speed comes from sacrificing technique. I'll stop rambling now...
