    Yes . . . they (WBC) could put it up . . . but there's no law tieing Cotto and Pacquiao to WBC because this is a WBO title fight. WBC cannot penalize both fighters if they refuse to fight for their belt . . . these fighters are not mandated to accept another belt and pay sanctioning fee for it. :deal
