With Floyd scared not wanting to fight Pacquiao, Berto is the best possible opponent for him, Pacquiao does not have much option, Pacquiao vs Berto is better than Pacquiao vs JMM 3 or Pacquiao vs Bradley.

Look I completely get the criticism that Berto has not defeated any top-level welterweights. My question though is who exactly should he have fought? The Mosley fight, which he was willing to make, fell through because of the earthquake in Haiti (I believe Berto on this point and don't agree with those calling it a duck). Margarito, after being banned for a year, fought a tomato can to set up a farce of a fight with Pacquiao. He's not a welterweight anymore either. HBO and DiBella both wanted to make a Cotto fight and were turned down by Top Rank. I don't think any network is particularly interested in airing a Clottey fight at the moment, and I'm not even sure if he still wants to fight at 147. Even if one believes all of these guys are still welterweights, Arum is probably going to spend the next year matching them up against one another for in-house fights. This makes it quite difficult for Berto to prove himself against supposedly high quality welterweight opposition. I think Cintron is the only guy he could be accused of avoiding, but I'm inclined to believe that HBO was willing to pony up more money for the Ortiz fight (which would pit two of the young guys they've spent a lot time developing against one another) than they were for the guy who intentionally or unintentionally caused a preemptive ending against Williams. Beyond this, given the records of Margarito and Mosley immediately prior to their Pacquiao fights, the idea that Berto needs to "step up" seems disingenuous at best. It should also be noted that Arum is no longer talking about Marquez needing to similarly "prove himself" at higher weightclasses now that it appears he might be a free agent.
