    Even though I'm more of a Pacquiao fan, I try to remain un-biased in this whole thing, but there is a lot of truth in the thread title. despite the fact it was made by a Pacquiao nuthugger....

    Why will Pacquiao only fight under existing rules?

    Probably for the same reason Shane Mosely enjoyed boxing under them

    Are not part of existing boxing rules. They are demands, outside of Nevada standards

    The Nevada Boxing Commission is like Vince McMahahon in the WWE

    Just a bunch of suits, trying to make money.

    Boxing isn't a sport. It has no independent body, or independent drug regulators. It doesn't subscribe to US government rules on sport.

    What's Manny not being willing to do drug testing, got to do with Mayweather?

    It's his own decision.

    If he's clean, desperate for the fight, why's it an issue?

    The overweight penalty is in no way altering the rules, just the consequences for breaking the rules. Similarly, OSDT is not an alteration of the rules, just a different way of making sure you're not breaking them. New rules would be like: "Instead of stepping on the scale you must have each of your body parts weighed individually and added together" or "In addition to PEDs that are already banned from use, you are also disallowed from drinking your own urine during training."
