He has said both. However, even the "anyone can be beaten slogan" has it's reasonable limits. I mean, the sun may not come up tomorrow cuz it might explode. The chances of Manny Pacquiao beating Mayweather based on all evidence we have seen, while better than the sun exploding, are less than Davidson winning the NCAA title this year. (If they do win, find me another analogy)

I think he will be doing it one at a time. First a move to 135 and if he's successful on his fight at 135, he could move up again to 140 (his team already started calling out Hatton)... PAC is no stranger in moving up. He started boxing at 106 lbs and now he's at 130, a jump of 24 lbs. He also had done a 3 division jump between successive fights, that's from 112 to 122, a 10 lbs jump between successive fights...
He moved up as he matured; he's not small for the division he's in. He's as naturally big as he's ever going to get, too, so moving up will see him lose more and more in terms of physical advantages. Your argument that he's moved up in the past is irrelevant. He may have some success at 135, but above that he's in trouble. Hatton out muscles him, bullys him around and breaks him down to the body. Mayweather out-everythings him. He's faced bigger guys, better boxers, bigger punchers and come out on top each time. Pac's not stopping him and he's certainly not outboxing him. It'd be a one sided beating.
