I would say there's no reasonable cut off date, because steroids help on the day of the fight because they make on mentally more aggressive. But physically I doubt one can derive any benefit from steroids 3-5 days prior to the fight, so I think that is a reasonable cut off date.

They should make up that they can't blood test 5 days before the fight but they can have unlimited urine test between those 5 days leading up before the fight.

Isn't that kind of pointless when it comes to steroids? Some steroids like patches and creams deliver testosterone which has a half life of minutes in the blood. Therefore yes, a test should be performed after the fight, to test for stimulants like amphetamines, but it is useless as a test for steroid unless one takes injectable steroids, and I am sure nobody would make that mistake.

Can you tell us your background with regards to steroids? Also, what are these patches and creams that you are talking about and what's their purpose?

I hope this fight happens and I hope Pacquiao knocks Mayweather out, but to be honest, Manny is starting to look a little suspect. Maybe I'm buying into the hype here, but it does seem like Manny has something to hide. The Mayweather side has made so many compromises and Manny just can't except this random blood thing. The Mayweather side even said that they would "agree on a reasonable cutoff prior to the fight ". So that weakening **** sounds pretty weak to me.

One patch is called androderm. It was initially approved for treatment of hypogonadism (men who produce too little testosterone) but of course the steroid users got a hold of it.
I am also pretty sure there are testosterone creams that you rub in every morning but I don't know what they're called.

source is front page. Here's some to grab your attention

we moved swiftly and made yet another concession by stating that we would be perfectly fine to retain another agency which would do the random urine and blood tests and jointly agree on a reasonable cutoff prior to the fight but which would still maintain the integrity of the results. Let it be clear that this procedure was declined by Pacquiao as was the proposal to bring in an independent mediator such as Sen. John McCain, a suggestion that was in fact embraced by Bob Arum, but also declined by Manny Pacquiao.
