I think that the point of the article was that in the Philippines right now the President has declared all out war against drug dealers and other criminals, and is actively sanctioning their murder; so there have been thousands of dead drug dealers in the Philipppines recently and their deaths are being applauded. Pacquiao's revelation that he was once a drug user who turned his life around would be either an indictment of the current regime's policy or a cautionary tale about the dangers of irrevocable draconian actions. It's sort of like how both George W. Bush and Barack Obama both admitted to doing drugs, while simultaneously pushing for stiffer penalties for drug offenses. If either of them had gone to jail like many youths just like them have done, then their future's would have been ruined and they could not have become President of the United States.
