Manny Pacquiao is eager to gun for another world title in an unprecedented seventh division against WBO welterweight champion Miguel Cotto of Puerto Rico in their Nov. 14 duel in Las Vegas.

The Pacman, the current IBO and Ring Magazine light-welterweight champion, had previously owned titles at flyweight (World Boxing Council), super-bantamweight (International Boxing Federation), featherweight (Ring Magazine), super-featherweight (WBC), and lightweight (WBC) and another one would further cement his status among the sport’s elite.

In a word YES - more from the article:

The Pacquiao-Cotto fight is penciled at a catchweight of 145-lbs (two pounds below the welterweight class) but no less than WBO president Francisco Valcarcel himself said it could still be a WBO-sanctioned welterweight title fight, citing a similar precedent, the Oscar De La Hoya-Bernard Hopkins duel for the middleweight (160-lb) crown which was fought at 158-lbs.

“Let Manny fight for the title and if he wins, he will get the title as WBO Welterweight Champion of the World," Valcarcel said a recent interview by PhilBoxing.com.

The belt should only be on the line if Cotto can come in at the weight 147lbs!

I watched the Pac v Hatton fight live and couldn't believehow impressive he was, Pac will destroy Cotto just as bad as he did Hatton.

I really doubt that. Cotto is miles better than the limited Hatton imo. At 145 catchweight it really is a 50-50 fight but i favour Cotto. I don't believe Cotto's title is on the line and it shouldn't be either. If Pacman wants to fight for the title then Cotto should be able to weigh-in at 147. This fight could really be a classic.

I'm a Pac fan and tipped him against Oscar, and Hatton. But I think Cotto's got a big chance if this comes off.

I'd probably slightly lean towards Pac, but wouldn't be surprised at all if Cotto UD's him.

Agreed, but we all know that they make the rules up as they go these days.

WBO are already stating their intentions. You can bet your life it'll be for the title!

Cotto is just much bigger than Pac isn't he? Pac can take a punch, but lets not forget Cotto is one tough son of a ***** who never lets up either. He was punished against Marg, but I stand by my opinion that it was really only a few body shots, and a cracking right in the 6th or 7th that started the spiral for Cotto and he never recovered.

He's a relentless come forward fighter who's naturally much bigger, would have creamed the Oscar that Pac fought as well...

Pac's biggest advantage is speed in this fight, but i reckon if Cotto can close the distance quickly and outwork him to the body and on the inside he'll be too strong.

I'd like to see the two standing next to each other before I make a call on the result though

If he wants the welterweight title the fight should be fought at welterweight. I'll watch this fight at any weight though.
