Pacquiao made Hatton an offer of 60-40, and even said he would accept 55/45 Hatton declined it. Hatton is the bigger man and is making Pacquiao move to his weightclass, its rediculous to say that Pacquiao is ducking someone in a weightclass where he has never even fought.
