probably a resume vs skills thing. they think Floyd is probably better overall but since they think his resume is lacking compared to Pac's, it affects the ranking. or it's possible that they think that Pac is better in general but Floyd has the right style to have the edge over Pac either way, it seems like a reasonable view to take.
Can't speak for others. Way I see it, the first two are about recent activity and accomplishments. The third is about who I believe has a better shot at winning. Pac has been more active and has taken on, cumulatively, the greater weight of challenges over the past few years. That said, Floyd has the tools to beat Pac, and he's smart enough to exploit Pac's weaknesses.
Pac has fought over the hill names while Floyd has fought no names (or names that go on to be future Pac opponents) closer to their prime. Pretty much a wash.
Speak for urself, I know Pac is gonna beat the **** out of Mayweather....unfortunately Mayweather knows this too.

A lot of people likes to win as an underdog just like in the movies. If you win just as expected, it's very dull and there's no color it. In contrast, if you win unexpectable, it creates drama which makes it very exciting to watch. Most pacfans doesn't really view pacquiao as their 'god' they view him as a humble pugilist in a cruel world from movies much like Rocky Balboa type. Just my 2 cents
