He is an atg no doubt, calling him the goat is way too far though. Thurman, whilst a good contender, was only a mere belt holder and not even in contention of being the top guy at 147. Without the belt, historically the win over Thurman, whilst impressive, isn't anything particularly significant. If he were to beat either Spence or Crawford, then he'd elevate himself to top 10 and surpass Floyd. In this boxing world of politics and fighter stables I don't think Pacquiao or really anyone else can surpass SRR as being the GOAT, Robinson beat the top guys in the division at a time when it was more clear who they were.
