Pacquiao does not want to fight above 147. His life does not revolve around Mayweather. He's going to make decisions that are best for him, not decisions designed to "one up" Mayweather.

You're making the assumption that Pacquiao unilaterally decided against fighting Mayweather. There where a multitude of issues that caused fight not to happen.
