The negotiations quickly deteriorated, and Pacquiao signed to fight Clottey while Mayweather turned his attention to welterweight champion Shane Mosley. Mayweather will face Mosley in Las Vegas on May 1 after both agreed to undergo an unlimited number of unannounced blood and urine tests before and after the fight. Dunno if Pac really NEEDS Floyd, though...sure, it's the biggest fight out there, but his legacy is still highly impressive without Floyd's name on there. Floyd, on the other hand, has been harshly criticised for often taking the path of least resistance until this recent Mosley fight. Even if he wins that, people will just point to Mosley's age. If the fight never happens, Floyd's record will be the one looking worse.
C'mon Floyd, call Packy out. He's the P4P champion, you have to take it to get it. If you don't fight him, you lose. Packy's legacy is set even if he doesn't fight you.

If they dont fight, then there will always be doubt as to who was really p4p No1 in my opinion. I much prefer watchin Pac than Floyd but honestly think that til they get it on then it will damage both. Both have equally impressive resume's.
