Nobody in the history became a better puncher and stamina and punch out put doubling as they moved up and got older. 2 good examples of KO artists that spanned multiple weight divisions are Floyd and RJJ who's KO's became less and less while moving up. Oscar also. At 154 Floyd took a plush left hook from Oscar and it didn't do ****. Even Shanes power was less effective as he moved up.

 

And if Pacquiao had been American and had the money and profile that Floyd enjoyed as a young fighter, and had been brought along properly and given all the benefits of American training and match-making, he'd have been as good in the late 90s and early 00s as he ended up being in the mid-late 00s.
