whats the issue with testing? Both will get their blood drawn, and **** tested. If something, both will suffer the consequences of that (weakness?). I know his "cleaning up the sport" agenda sounds like a load of BS, but maybe the issue is that he is clean, and wants to fight fighters who are clean too? And from what I recall Floyd wanted the fight for a much longer time than that. Why couldn't Pacquiao agree to the testing? I mean even you have to agree that his excuses were pretty weird. Scared of needles? Cultural thing? He big, im small? All that sounds like bs. And the accusations come from Manny's ascent from 105 to 147. Thats a lot of weight to put on. I don't really think Pac uses PEDs, but to some that weight gain might seem suspicious.

pacquiao didn't outright refused an additional test. he actually conceded up to 21 days cut-off on blood but full random testing on urine. with the kind of media attack floyd and his camp did with pacquiao, i'm surprised that pac still accepts floyd's testing demand which he did not ask from any other fighter before pacquiao.

also floyd taking his vacations are quite suspicious in delaying this fight. he took 16 months off and this delayed the fight even more. now that pacquiao is visibly passed his peak, floyd should have the confidence now to take this fight.

But whats with the excuses? You have to admit they were sketchy. I genuinely like Manny, but that was some BS. And Floyd's vacation, well it was weird. Maybe it was some personal ****, maybe it was ducking, we cant really know. And the testing issue; he might have requested additional testing from Pac, because he is the only fighter to make such a huge leap in weight classes (gain around 40 pounds). Mayweather isn't in his prime either. He got visibly slower, and his reflexes worsened. Remember he is 2 years older than Manny, and while his style is suited for "longevity", his age isn't going to go unnoticed. And now I really think both want the fight, however Bob Arum will do everything to not make it happen.
