I had the possibility of going to monterrey for 6 months as a exchange student a few years ago but didnt because I didnt trust it to be safe.
other female students went to mexico city and they told me besides corrupt police its pretty safe unless you walk in the wrong barrio's and get raped.
If its really that messed up they shouldnt hold a fight there, maybe in another country.
