    Bingo. This is ALL Pacquiao should have said, "Mayweather has no grounds for changing the drug testing as it is carried out by the athletic commissions and I refuse on principle. Mayweather does not dictate drug testing policies." The bull**** about his fear of needles, etc., makes him look like a fool.

    Neither guy needs the other to "prove" their legacy. However, both guys would gain tremendously from a win over the other.
