Your timeline is way off: March 16 2019: Pacuiao was ring side for Spence vs Mikey. Said he wanted the winner. Spence wins. March through August: Crickets. Mind you Pacquiao was the WBO champ at the time and it would have been for unification. September 2019: Spence fights WBC champion Porter and wins. Again, nothing from Pacquiao mysteriously. October 2019: car crash December 2020: Spence beats Garcia in a comeback. For the 2nd or 3rd time now Pacquiao calls out Spence. February or March 2021: Somehow Pacquiao is in talks with Crawford for the 50th time. May 2021: Crawford fight falls through and Pacuiao finally signs with Spence. The crash did not have anything to do with Pacuiao remaining silent after the Mikey Garcia win. It hadn't happened yet. The crash had nothing to do with Pacuiao remaining silent after the Danny Garcia win because he had made a comeback and looked good. The pandemic is not a valid excuse either as several big fights had been made such as Whyte vs Povetkin. It seems pretty clear Pacuiao was probably interested, but his team was displaying weasel like behavior and likely waiting to see if Spence had been slipping using both Garcias as a measuring stick. Before the Mikey fight people accused Spence of being a 1 dimensional slugger, and then he put on a clinic outboxing the supposedly more technically skilled Mikey with his jab. Then it's a coincidence that team Pac said nothing for half a year? Then after the car crash everyone was curious if Spence would be shot and sure enough he beat the breaks off of Danny and all of a sudden team Pac was quiet again. The fight was not made until the Crawford bout fell apart. So using a little bit of deductive reasoning and common sense, I think Pacquiao was the one who eventually insisted and his team kept trying to steer him away from fights with Spence and Crawford. Remember they didn't even want him fighting freaking Mathyse or Thurman, they were terrified and had no confidence.

Um, obviously. It was the last sticking point and activates upon finalization of the site fee. But the contract was finalized, hence Pac signed it. Contracts are signed all the time pending items. The fact that Crawford didn't shows you he didn't really want the fight. Notice how Spence signed.

Crawford isn't a draw amongst casuals, and you need them for a big fight. A big money making fight. Spence is more well known, only because of his car crash.
