Top 30 then IMO. Boxing has way too many great fighters though, and I don't see him breaking the Top 20.
I can see why people would favor Pacquiao over Ross. At his explosive best (say, 2006-2009), he was a force of nature; fast, powerful, frenetic in his movement - and entertaining to watch, to boot. But, in my opinion, Ross is apt to be Pacquiao's nemesis at 135/140. Ross was a machine and despite demonstrating solid, non-flashy fundamentals, I see him as having been a little unorthodox in his shot-selection and delivery, which gave the impression of a fairly broad armory of punches. I guess one might call him adaptable. Not a huge puncher, Ross was aggressive, busy and very, very tough. I think, with all of his attributes combined, Ross has enough to stymie Pacquiao and win a decision.
