I imagine the more likely route for Top Rank is for Cotto to beat Chavez and then for Pacquiao to take on Cotto for the ninth belt around 155.

I think the plan is for Cotto to fight Chavez. If Cotto wins I could see them making Pac-Cotto II at 155 for the title.
