There was only a shade over one year between the third and fourth fights. It's ridiculous to claim that a fight in 2011 was 'prime' Pacquiao, but thirteen months later that he was not merely past his prime, but so far gone that the fight is basically meaningless. Especially as neither guy had any taxing fights or heavy punishment in between those fights. You've come up with some magical cut off points for Manny's prime or peak because it suits your argument.
