Without the fine there will just be a catchweight and then if Cotto doesn't make it... nothing happens? That would be dumb. There's too much money on the line to cancel the fight. The penalty is the only thing that makes sense regarding the catchweight. Its always been like that, thats the whole point of a catchweight..

Thats why I think the title should be on the line in this fight. Because technically Cotto is allowed to come in at 147 if he wants to. He can just pay the $$ if he wants to have that extra advantage.
