Considering Mayweather jaw has not taking much damage through out his career. I would say his jaw is better than Pac. Pac has been down and KO several times in his career, and Floyd has not. Yet Floyd have been hit with some bombs, and still took the shot. Getting buckled by a shot, is not the same as tongue kissing the canvas. Floyd with his accuracy possibly can KO Pac, and I wouldn't be surprised if he did.
