Winning the ring magazine title counts if the guy you beat is the lineal champ. The person makes the title not the other way round. For example if Andre Ward declared tomorrow that he doesn't want the Ring 168 title or any of his other alphabet trinkets he is still the man at 168 and anyone else in the division with a belt is still behind him. As for non major sanctioning body titles counting they obviously don't but its not really relevant as I don't think Pacquiao(who in reality can maybe claim to be at most a six division champion) has ever held anything like a WBU title.

Thread is ******ed. If all of these guys in the smaller division can easily go up in weight and pick up an easy title... Why don't they do it? I'm sure you could say some fighters want to clean out their respective division, but every elite fighter chooses to do that? With a guy like Mayweather, who thrives on ego, doesn't win 8 divisions (just to say hes better than Pac without proving it in the ring) then I doubt many guys can. Also, it wasn't like Pac fought cans at each weight class. Guy @ 135 wasn't a great fighter (can't remember his name right now), but outside of that he took on decent-good-elite opposition for a strap. Also an ATG resume, where he didn't duck and cherry pick (anybody who fights a guy like Marquez who they struggled with over and over again proves it), shows he's an ATG.

Well it was a vacant belt at a CW vs not top 10 Marg. Maybe a little better than Mares' 122 belt, not much. But don't get me wrong, Marg was a very good win for Pac. still the belt is bogus
