Kessler or any other beltholder at around 168lbs would gladly fight him and punt up 30-40% of the cut to add his name to their list.

I'm not surprised by this move. Pavlik and his team kept saying they would need a miracle to get a decision against Bute. It seems that they don't like their chances against Bute. Another loss would seriously derail Pavlik's career. I'm guessing he felt $1.1M wasn't worth pretty much killing his career over. I'm not sure why he canceled the tuneup fight though. He's just screwing over his own fans with that move.
