I've been following boxing a long time, since the 80s when I was a kid, and I've seen nothing like it. (Excellent thread and analysis by the way! Major props on your research and time. :good) Yes, the man should fight Pacquiao, and Pacquiao should fight him. It will be a stain on boxing in general if it never happens, and the fact it hasn't has already stained the sport a bit. But these things have happened before and the sport has lived on. But you can't deny the man's talent, nor his opposition. The constant disrespect many "boxing fans" display toward many excellent fighters and former world champions on this message boards is disgusting to me. Just IMO.

Mayweather's cherrypicking is bad for the sport, but he's only exploiting what the sport allows everybody to do. Cherrypicking happens at all levels of the sport to protect fighters' records as the "0" is overvalued. The organisations should exercise more power in who fights who (i.e. number 1 fights number 2, etc.), the IBF does this better than the others but the situation is pretty dire all round. Obviously we don't want young prospects being forced into wars too early and damaging their careers, but something should definately change. How many other sports are there that allow you to pick your opponents? What if in the Champions League final, Real Madrid said "nah Atletico are pretty good this year, lets play Fulham instead, lets play it at the Bernabeu, lets have a ref who will be sympathetic to us if we dive a lot, and we don't like the boots Fulham wear so they should change them". Silly example but it's what happens.
Canelo is a PPV star, yet he has chosen to fight no. 2 jr MW in Lara - a high risk and low reward fighter. If Lara will beat Canelo, will Floyd fight him @ 154 lbs ? Or, will Floyd fight Porter ?
