That's because it was JMM's fault, he's the one who priced his self out of a rematch. Not to forget that Pacquiao was heavily obligated at the time with far better options. The first Morales fight/loss came, then a rematch, a third fight, a rematch with Barrera, fights with Larrios and others that were on the way. Pacquiao had many other options, what better options does Margarito have?, a Cotto he beat?, sure we'll accept that, who else?

Who else will/can offer him $4million or more?
