    They are both to blame but from a neutral point of view ( I don't like either fighter especially) Floyd put more roadblocks. As long as fans buy their fights against over-matched opponents they will avoid each other. Why risk to earn 50 million in a fight that you can lose when you can make the same money in two fights you are sure to win??? Pac thinks that he has achieved enough and Floyd never cared about legacy to begin with (he said it himself).

    If you mean by not taking Floyd's tests because no one seems to have enough Money to convince the man that Pac is worth the risk....the YES! Pac ducked the tests Floyd used as a buffer between getting the fight with Pac done and dodging the fight completely.
