Depends on the criteria, Mayweather is the best active fighter but Pacquiao has been facing greater challenges. The fight between the 2 will sort this out once & for all.
This list is terrible. Both Klitschko's and John and NO Shane Mosley. Come on man. Mosley is at least in the top 10. And no Juan Manuel Marquez?? Come on...you can't just put people in this on potential, they have to accomplish something by beating A level opposition. Abraham, and Adamek are good fighters with potential for top 10, but until they win a fight against a good fighter then you can't put them there.
