Floyd is great but Pac greater. Try to look at their common opponent from Delahoya, Cotto, Hatton, Mosley, and Marquez. Pac were more dominant and delivered a more convincing wins despite the fact that Pac is a smaller fighter against them, except only in for marquez. Floyd have a very closed fight against Dela Hoya and a little faded Cotto. Different judges can actually favor against Floyd

 

Mayweather was an all-time great.

Top 25? Quite possible

Yes indeed Floyd was caught red handed breaking 3 of the NSAC's own rules regarding Saline treatment for
supposed dehydration
1... He was receiving it in his own home, not a medical facility
2... He was receiving 750 ml saline several times the dose a medical facility would give
3... He had never applied for a TUE to cover the saline for supposed dehydration24 hrs before the fight.
When the NSAC were asked if any action would be taken due to these infractions all the NSAC did was issue this statement " Mr Mayweather did nothing wrong so we will not be investigating." Then to crown it all the Same NSAC denied Pac his previously agreed on LEGAL Toradol shot for his injured rotator cuff night of the fight. Then had the gall to issue a retroactive TUE THREE WEEKS later to supposedly cover the illegal saline.
Does this seem like justice to you ??? It sure doesn't to me
