Ducking below the belt line is one of those rules that dose not get enforced. I don't think I have ever seen anyone warned let alone gotten a point taken away for doing it.
Mayweather has got away with it plenty too, but i wll say in their defence, often the punch has already been thrown and missed before they bend too far, so it's not like a rule was broken to avoid the punch, which is why I assume they're not penalised for it. maybe once the ref gets used to the ducking and weaving and the pace of the fight I'm not sure that rule is not the priority of their consdierations, there is alot of keep an eye on. . . .
it gets enforced but the thing is when mayweather/whitaker do it they do it quickly and get straight back up again,, the refs cant really notice it.
Some rules aren't enforced enough. As far as him being a "cheat", well the majority of top fighters have their tricks that they get away with.
In one of Whitaker's later fights, I can't remember which one, he did that squat (Think it's called, Dixie doodle) and he was warned by the ref. I've seen Mike Tyson do that as well.

I call it fouling. Cheating imo is using steroids, loaded gloves,etc. something of that calibre. Many boxers use methods in and/or out of the book in order to win.
That's because ducking below the beltline is only illegal in the amateur games. I remember reading that the entire myth started when the britfag commentators misinformed everyone, saying Floyd was doing an illegal tactic in May-Hatton via ducking below the beltline. According to this person who debunked the myth, ducking below the beltline is completely fine within the professional prizefighting ranks.
