Ike would keep the scorecards close with a better workrate, but he still loses on all the cards. Something like 115-113, or 116-112.
Whitaker was too good of an all around boxer for Quartey. Ike had that nice jab and it carried pop but I think SweetPea wouldnt let him set himself. Whitaker would keep giving him angles and countering with crisp shots. Ike was too predictable to beat Whitaker. Now if Pea is a little diminished like anything post `95 then maybe Quartey could put him on the canvas a couple of times as Pernell got sloppy at that point his career.
Im not sure... the way a lot of Pernells fights were scored indicate a high workrate was all you needed to beat him (on the cards). If Ike kept him at bay with the jab it could be a toss up. Thats only if they fought when they were supposed to ( in the late 90s i think). In the primes, Whitaker would outwork Ike and win a very boring decision.
