Right now, I'd lean towards Bika, until I see more of the "new and improved" Quillin. He looked great his last fight, but until then, I'd always been unimpressed.
Which is also how I feel. If more people knew the circumstances behind his win over Brinkley, then I don't think people would be so quick to pick Quillin.
My pick is Quillin based more on lack of faith in Bika, tbh. Based on the Ward performance he seems to have lost the ability to be effective in spite of his lack of world-level skill. I just don't see him bullying the skilled young athlete in Kid Chocolate at this stage, which is not to say that I think Kid Chocolate is a world beater but more that Bika isn't even up to snuff against the top prospect level (let alone world beaters) at this point. Granted, Ward is Ward - arguably the best SMW in the world right now - but it isn't like Bika was even remotely competitive against him. His only success was making Ward look worse than usual, as he always does to everybody to some extent. He still arguably got blanked (that one shutout card isn't hard to swallow, IMO).
