One guy submitted himself to VADA testing, a hair follicle test, and VADA's 360 program. When he did test dirty it was according to the lab director, "consistent with meat contamination", and went on to pass the Hair Follicle Test.

The other fighter avoided random drug testing like his entire career and reputation depended on that decision.

Pacquiao avoided random testing when it mattered most when he was climbing through weight classes not losing any speed or strength.
When Mayweather stated that test or no fight, Pacquiao and his team came up with litearlly dozens of excuses why he wouldn't or couldn't fight Floyd. I'll name a few;

1. I'm afraid of needles
2. Blood tests weaken me
3. I don't know what a steroid is
4. Before random testing came up Pac was willing to take the smaller purse, after random testing Pac demanded 50/50. hmm...
5. Pacquiao can't fight Floyd because he needed his cut to heal
6. Pacquiao can't fight Pac because Arum wants to build a stadium on the strip
7. Arum wants the fight in Dubai not Vegas

and the excuses don't stop there, there were litearlly dozens of excuses why Pacquiao suddenly wouldn't fight Mayweather when it was insisted that BOTH fighters submit to random testing.

Why avoid random testing at all costs? And when Pac finally fought Mayweather, he looked like a little weak welter, not the welter that destroyed Cotto or Margarito.
