Speed is always a strength. The problem with "fast" guys is that they use speed with blind intent. To time them all you need to do is leave an opening and you know he is going for it. Nullify his timing with feints and double/triple ups. Throw a feeler jab at 80% and the second one at 100%. Feint and back off. Feint and attack. If you can count purely on your speed off a feint? You can land the quick shot after subtle fakes. Partially rotate(twitch) like you are going to throw, stutter, and throw. Can't time bad timing. Set up shots to land the NEXT shot and not the first. He will burn you on your intent not speed. You must mask it. You see an opening? Throw an average (defensive minded) shot at it and burn him on his counter. Or shoot high, make him defend, then land low and vice versa. If you bite on every obvious opening? My guess is he will make you pay dearly for it. Anticipate where his defense puts his gloves/body/arms/feet then use your speed to attack the resulting opening. Or if you have the motor you can just take it to him and overwhelm him. Pick your spots and you should be able to always beat him to the punch or get off impressive flurries. Speed is never a weakness. Speed with no intelligence is. Good luck.
Use lots of feints as said above, and pay attention to how he reacts to the feints, once you see how he reacts feint and follow up with the punches that match the way you know he will react to the feint.
Timing and distance are the best skills in boxing. If his timing is better than yours, then focus on using better distance. Focus on getting at the perfect distance from him then do your work. Hands up and focus on defense. Basically dont rush in. He is good at hndling that I'm thinking, let him come to you then use your speed.
