No the answer is Californias commission isnt the greatest, in vegas and NY its a bit different, out here things tend to happen, they thought they could get away with it.

 

i think he stated using them after paul williams beat him, he did say he was going to start early in fights, margarito wasn't considered a knockout puncher and after the paul williams fight he started knocking people out, cotto beats mosley, cotto hits harder than mosley, cotto fought margarito well, and margarito breaks his nose the second round and cuts his eye, yea ok he never used it before, rite??

 

I can't see why he'd decide to use them against Mosley, but not against Cotto, Williams, Clottey etc.

 

The Cotto fight would be most questionable because even impartial witnesses such as Jim lampley have stated, and I'm paraphrasing, he heard audible "thudding blows" from Margarita during his fight with Cotto but didn't hear a duplication of thudding blows against Mosley. Interesting don't you think?
