Well either ban everyone from taking performance enhancing substances or allow everyone to use them. It has to be an extreme position- either/or. It also doesn't help that the PED list gets modified on an annual basis, so for some fighters on certain nutritional regimens, they could be taking something that just became newly illegal.

Ped testing is a political tool moreso than something done to ensure the integrity of sport (whatever the hell that means). The cold, hard fact is that boxing doesn't care. They're only concerned about giving the appearance to fans they care, and they half ass that in a way that makes even the NFL jealous. If it did genuinely care, positive tests would result in an automatic loss instead of an NC or, more frequently, no change in result at all. People who tested positive either wouldn't be voted in to the HOF at all, or would be forced to wait an additional length of time for enshrinement. It's a joke, and it's too late to fix. All they can do at this point is, at best, alter what substances and methods fighters use to juice. They'll never eliminate it, and I sincerely doubt the sport actually wants to.
